Crisil Ratings has flagged the two-wheeler segment as the primary bottleneck in Delhi's push toward a 2028 electric vehicle mandate, citing sluggish adoption rates that lag significantly behind four-wheeler penetration.

In the fiscal year 2026, electric bikes accounted for only 7.3% of total two-wheeler registrations in the capital.

This stands in stark contrast to the passenger car segment, where EVs captured 39% of the market, with nearly 77,000 electric four-wheelers registered out of approximately 200,000 total units.

Hybrid vehicles also saw substantial uptake, with around 52,000 units registered in the same period.

The disparity highlights a structural challenge for policymakers aiming to enforce a comprehensive zero-emission timeline.

While four-wheeler adoption has accelerated rapidly, driven by higher price points and stronger charging infrastructure incentives, the two-wheeler market remains dominated by internal combustion engines.
