The Moldovan parliament has passed the first reading of a bill to ratify the International Convention on State Responsibility for Damages Caused by Aggression.

The legislation paves the way for Ukraine to formally claim reparations from Russia for war-related destruction, marking a significant step in Kyiv’s legal strategy to hold Moscow financially accountable.

The vote occurred during a plenary session on July 9, where lawmakers also examined 14 other legislative proposals.

Nine of these bills focus on harmonizing Moldovan law with European Union standards, underscoring Chisinau’s ongoing integration efforts.

The ratification process requires further parliamentary approval before becoming law, but the initial passage signals strong political support for Ukraine’s restitution claims.

This development aligns with broader Western efforts to isolate Russia economically and legally.
