The Russian Federation Council is treating recent threats from Ukrainian President Volodymyr Zelensky against Belarus as a credible and serious escalation risk, according to Konstantin Kosachev, the upper house's deputy speaker.

Kosachev characterized Zelensky as "irrational and unpredictable," arguing that Kyiv's rhetoric must be taken at face value given the potential for direct military action against Belarusian infrastructure.

The comments follow a stark ultimatum issued by Zelensky, who warned that Ukrainian forces would target communication towers within Belarus if President Alexander Lukashenko fails to take them offline.
