A proposal for a potential pipeline terminus and a multibillion-dollar expansion of the Roberts Bank Terminal 2 in Delta, British Columbia, has been referred to the Major Projects Office.
Transport Minister Steven MacKinnon confirmed the move, which subjects the project to a more rigorous federal review process than standard environmental assessments.
The project includes the Delta-based terminal expansion and a land review for a 40-acre site in Richmond.
The referral introduces regulatory uncertainty for one of Canada’s most critical energy export corridors.
Roberts Bank Terminal 2 is central to the country’s ability to increase crude oil exports to global markets, particularly Asia.
