The first test run under the new rules saw veteran sailor Thomas Wong Kam-chuen and his partners sail a 46-foot yacht from Hong Kong to a holiday island in Zhuhai earlier this month.
The two-day trip served as a proof of concept for the regulatory framework, demonstrating that cross-border maritime travel for leisure is operationally feasible under the current guidelines.
Maritime experts and industry observers argue that for the scheme to generate meaningful economic returns, Hong Kong must significantly upgrade its marine infrastructure.
Current facilities are viewed by some as insufficient to handle a sustained influx of mainland vessels and their owners.
