The allegations come amid a broader deterioration in conditions at Immigration and Customs Enforcement facilities, with a federal inspector previously reporting incidents including a chokehold and a pen stabbing at a detention center.
Compounding the risk, a joint report by Human Rights Watch and other organizations recently revealed that the mortality rate among individuals held in ICE custody has climbed to its highest level in more than a decade.
