The Japanese government has formally adopted the stable reduction of the debt-to-GDP ratio as the central objective of its fiscal management strategy.
The policy framework, approved by the Cabinet on July 21, marks a shift toward explicit long-term fiscal targets under the Takaichi administration.
Conversely, if growth investments fail to materialize, the ratio may remain just below 200%.
According to analysis by Diamond, the trajectory of Japan's public debt burden over the next decade and a half will hinge on the success of the government's growth investment strategy.
If the administration's economic initiatives yield the expected returns, the debt-to-GDP ratio could fall to the low 170% range by fiscal 2040.
Conversely, if growth investments fail to materialize, the ratio may remain just below 200%.
This focus on the debt-to-GDP metric reflects broader concerns about fiscal sustainability in a high-debt environment.
