Argentina's Neuquén Province is preparing to pitch foreign investors in New York for its first new international bond issuance in nearly a decade.

The move marks a significant return to global capital markets for the region, which has benefited from a sustained boom in shale oil production from the Vaca Muerta formation.

According to two people with direct knowledge of the matter, the provincial government is leveraging its improved fiscal position to access international funding.

The issuance represents a rare entry point for sub-sovereign Argentine debt in the US dollar market, a segment that has remained largely closed to the country since the sovereign debt restructuring processes of the late 2010s.

The decision to return to the market underscores the growing economic weight of the energy sector within Argentina.

As global energy demand remains robust, Neuquén's ability to generate revenue from its shale resources has provided the province with a distinct advantage over other Argentine jurisdictions that have struggled with fiscal deficits.
