Zósimo Cárdenas, the regional governor of Junín, stated that the removal of resources from the budget came as a surprise to local authorities.
He directly attributed the shortfall to the Congress, arguing that the elimination of the line item from the supplementary credit effectively blocks progress on the highway.
Cárdenas indicated that regional officials are now evaluating potential mobilization strategies to address the financial void.
