The proposal aims to reverse the brain drain of technical talent from the public sector, where rigid pay scales have long made it difficult to compete with private firms for specialized skills.
The push for reform comes as decentralized digitalization efforts across government institutions have failed to keep pace with evolving threats.
According to reports from G4Media and Adevarul, the current fragmented model, in which each agency manages its own IT infrastructure, has left the state vulnerable to sophisticated cyberattacks.
The new plan seeks to consolidate these efforts under a single "central brain" for digitalization, improving coordination and response times.
