South Africa’s National Treasury has warned that widespread mismanagement at the local government level poses a significant threat to the country’s broader fiscal strategy.

While the national government remains on track to stabilise public debt and deliver primary surpluses, the dysfunction in municipal finances is acting as a drag on faster economic growth, according to Director-General Duncan Pieterse.

The warning underscores a growing divergence between national fiscal discipline and local governance failures.

Pieterse highlighted that the country needs to unlock more investment flows to sustain momentum, but investor confidence is being undermined by the persistent inability of many municipalities to manage their finances effectively.

This structural weakness limits the potential upside for the economy despite improvements at the national level.

The Treasury’s concerns follow a significant escalation in enforcement actions against fiscally distressed local governments.
