The Zimbabwe Treasury has moved to clarify reports of excessive budget utilisation, denying allegations of a spending spree within the Office of the President and Cabinet (OPC).

Officials stated that the reported 143 percent utilisation figure does not reflect actual overspending, aiming to quell concerns regarding fiscal discipline in the executive branch.

The clarification comes after media reports highlighted the anomalous utilisation rate for the OPC vote.

The Treasury’s intervention seeks to provide context to the figures, suggesting that the accounting treatment or timing of expenditures may have contributed to the headline number rather than unauthorised spending.

This distinction is critical for investors and creditors monitoring Zimbabwe’s adherence to fiscal targets and debt sustainability frameworks.

Fiscal transparency remains a key focus for markets assessing emerging market sovereign risk.
