The Nigerian National Upstream Petroleum Regulatory Commission (NUPRC) has received public commendation for the transparency of its 2025 oil and gas licensing round, signaling a potential shift toward greater regulatory predictability in Africa’s largest oil producer.

The endorsement comes as the NUPRC continues to push license winners from previous rounds to accelerate development timelines, aiming to reverse years of underinvestment in the upstream sector.
This development follows the formal execution of concession contracts for 19 Petroleum Prospecting Licences awarded in the 2024 bid round.
The NUPRC has previously instructed winners of the 2022/2023 Mini Bid Round and the 2024 Licensing Round to expedite the development of their newly awarded assets, underscoring a regulatory focus on moving from award to production.
